Ghana Standards Authority to Begin Strict Enforcement of Vehicle Homologation Programme from October 1

The Ghana Standards Authority (GSA) has announced that it will begin the strict enforcement of the National Vehicle Homologation and Conformity Assessment Programme from 1 October 2026, requiring all imported, assembled and manufactured vehicles to comply with applicable national vehicle safety, quality and environmental standards before entering the Ghanaian market.

The announcement was made in a public notice issued on Monday, 3 August 2026.

The Authority explained that although the programme has been operational since 2020, full enforcement of the applicable standards, including Ghana Standard GS 4510 – Requirements for the Importation of Used Vehicles, will commence from October.

 

 

No Ban on Used Vehicle Imports

Perhaps the most important clarification contained in the notice is that the programme does not prohibit the importation of used vehicles.

Instead, GSA stressed that only vehicles that comply with Ghana's prescribed standards will be permitted entry into the country.

"This does not constitute a ban on the importation of used vehicles."

The clarification addresses growing public speculation following recent discussions surrounding Ghana's automotive regulatory reforms.

 

What Will Change from 1 October?

According to GSA, effective 1 October 2026:

1. All new vehicle manufacturers and assemblers must register with the Ghana Standards Authority.
2. All new vehicle models imported into Ghana must be homologated.
3. Used vehicle importers, distributors and dealers must ensure every vehicle complies with applicable Ghana Standards before shipment.

• Vehicles failing to satisfy prescribed standards may not be permitted entry into Ghana upon arrival.

The Authority says the enforcement programme is intended to:

1. Improve road safety
2. Protect consumers from unsafe vehicles
3. Reduce the importation of substandard vehicles
4. Improve environmental protection
5. Promote a cleaner and more regulated automotive industry
6. Strengthen confidence in Ghana's automotive sector

What Importers Should Do Now

Vehicle importers, dealers, distributors and manufacturers are encouraged to familiarise themselves with the new compliance requirements well before October.

Businesses importing vehicles into Ghana should review their procurement processes to ensure that every shipment satisfies the applicable conformity requirements before export.

 

Industry Implications

The enforcement is expected to reshape Ghana's automotive import industry by encouraging higher-quality vehicle imports while supporting government efforts to modernise the country's transport sector.

Industry stakeholders will also need to work closely with recognised inspection and conformity assessment bodies to ensure compliance before vehicles are shipped to Ghana.

 

Importers who fail to meet the prescribed standards risk delays, rejection or refusal of entry for non-compliant vehicles.
